Favor and I have had the greatest pleasure of knowing the Admiral. His stories and life were so remarkable. His wife and children should be very proud of who they have become. We will miss him tremendously and will keep every memory of our lives in our hearts forever. We love you and miss you Rich.
I had the honor of serving under Adm Milligan aboard the USS New Jersey BB-62. Hands down....without qeustion....the BEST CO I had in my entire career. He was a very down to earth person to have that incredible amount of responsibility. I had the pleasure of running into him again a few years later in Charleston, SC after I'd reenlisted
I proudly served under Admiral Milligan when he commanded USS Whipple (DE-1062) out of Pearl Harbor. He was widely respeçted by the crew and offiçer staff, His high professionalism and natural leadership, accompanied by good humour and approachability, generated tremendous esprit de corp. I am deeply sorry to learn of his passing. He remains in my thoughts.
