Captain Otis Patrick (Pat) Daily, MSC, USN (RET), Ph.D., 74, died suddenly on December 9, 2017, in Midlothian, VA.  Dr. Daily was born in Tulsa, OK on May 8, 1943, to Colonel Charles Dennis Daily, Sr., USA, USAF and Dorothy M. Daily.  He grew up in Kansas City, MO, but spent 1949-1952 in Munich, Germany where his father oversaw the rebuilding of Munich-Riem airport.  He met the love of his life, Sandie, in 1961, as he was earning BS and MA degrees in Microbiology from the University of Missouri at Kansas City.  They married on October 19, 1968, and promptly moved to Portsmouth, VA, where Dr. Daily began his 24 years in the US Navy.  During his early years, Dr. Daily served as the head of the Microbiology and Parasitology Laboratories at the Portsmouth Naval Medical Center, and the second head of the Navy Enteric Disease Program at the Naval Medical Research Institute (NMRI) in Washington, D.C.  In 1976, he earned his Ph.D. in Molecular Biology from the University of Maryland, giving his thesis on DNA repair mechanisms in yeast mitochondria.  Dr. Daily was immensely proud to have attended the Armed Forces Staff College (class 68) in August 1980.  Upon graduation, he served as Deputy Director of the Biological Sciences Division of the Office of Naval Research.  Dr. Daily started the first non-medical biotechnology programs (bio-molecular engineering) in the US government and programs to enhance personal defense against chemical warfare agents.  In 1984, he became the Executive Officer and Interim Commanding Officer of NMRI and served on the Tri-Service AIDS Committee.  In June 1987, Dr. Daily became Commanding Officer of the US Naval Hospital, Subic Bay, the Republic of the Philippines, where he and his family shared many wonderful memories.  They returned to Maryland in September 1989, where he became Vice Chairman for Research, Department of Surgery at the Uniformed Services University of Health Sciences. Dr. Daily retired from the Navy in 1991.  During his tenure, he received Navy Commendation Medals and the Department of Defense Superior Service Medal.  Dr. Daily then became the Director of Research and Policy and later the Assistant Executive Director, Operations of the United Network for Organ Sharing (UNOS) in Richmond.  During his time at UNOS, 436,606 patients with end-stage organ failure received life-saving organ transplants through the UNOS system.  After 19 years, Dr. Daily retired again in 2010.  He was a proud Eagle Scout and member of the Tribe of Mic-O-Say, a founding member of the D.C. Maxecuters Model Airplane Club, home of the dreaded Potomac Pursuit Squadron of the Flying Aces Club, a member of the Porsche Club of America, Shenandoah Region, an avid traveler, a consummate storyteller, and a prolific model airplane, car, and equestrian photographer.  He enjoyed spending time with his family, driving “Fast Frieda,” his 1963 Porsche 356 B, flying with his model airplane buddies, and exploring roads less traveled, particularly in France.  Dr. Daily is survived by his beloved wife of 49 years, Saundra (Sandie) Daily, his daughter, Shannon Daily, Esq., whom he adored, his son-in-law, Hamilton Goss, his sister, Virginia Daily (Larry Kelly), his brother, Captain James M. Daily, USN, MD (Sara Daily), his sister-in-law, Suzanne Daily, and his aunt, Betty Haake. He is predeceased by his Mother, Father, and older brother, Colonel Charles Dennis Daily, Jr., USN, USA, CIA, MD.  A celebration of Dr. Daily’s life will be held on December 17, 2017, at 2:00 p.m. at the Virginia War Memorial, 621 S. Belvidere St., Richmond, VA 23220.  In lieu of flowers, the family suggests donations in his honor to the Disabled American Veterans Charitable Service Trust (https://cst.dav.org/donate/DonateNow.aspx), the United Network for Organ Sharing (https://unos.org/get-involved/give-to-unos/), or the Virginia War Memorial Foundation (http://vawarmemorial.org/get-involved/donate).
