I had the privilege of knowing and working with David at Anthem and I am so sad to learn of his passing.  David was an EXPERT in his position, not just for Virginia, but our entire organization.  He would make himself available to help meet deadlines and was always a calming, reasonable voice on the other end of the phone. My deepest sympathies to his entire family.  David will be missed.
