This memorial website was created in the memory of our loved one, William Owen, Jr. We will remember him forever.
William "Bill" Owen was well known as one of the "FLY BOYS" at VDOT. Along with Curtis Pfeiffer and I, William Jeffries our task was to supply aerial photogrammetric engineering photos for the Interstate Highway system. To Bill and we it was a labor of love. We became very skilled, saving untold millions in the process. Bill was always the steady solid influence, and a mentor for my life.
